Fluency is not a dimension of language proficiency in this framework. The dimensions you study are function, context, and text type. Function is about what you’re trying to do with the language (for example, describing, requesting, or persuading). Context covers the social setting and roles of the people involved (speaking with a friend, talking to a teacher, participating in a job interview). Text type refers to the format or genre of the message (an email, a narrative paragraph, a formal letter, a poster). Together these dimensions describe how language is used across different purposes, situations, and forms. While fluency matters for overall speaking ability, it isn’t categorized as one of these dimensions in this framework.
